Ellipsis points (also known as ellipses, points of ellipsis, and, suspension points) are periods, usually in groups of three, that signal an omission from quoted material or indicate a pause or trailing off of speech.They are not commas, colons, semicolons, brackets, semibrackets, or guillemets. Do not use them as such.

(We just edited a piece that included 38 ellipses, and only one of them was correctly used, so we're in a bit of a snit.)

I like to use them for a dramatic pause or maybe as an ending to an incomplete thought whose completion is obvious.
