Normally when someone has a goal, they set a deadline, such as four o'clock today, Tuesday next week, or the first of the month. However, New Year's resolutions are just the opposite; instead of a deadline, they just set a starting point (New Year's). Since the goal doesn't have to be met by a certain time, there's not much incentive to meet it.
